Chinese Pollution Plan Includes Tougher Fines

BEIJING (Reuters) - China's water and air are straining to cope with the country's industrial take-off, the government said on Monday, vowing steps to make polluters pay more for environmental damage.

The cabinet gave a stark picture of ecological damage when belatedly releasing the country's plan for environmental protection from 2006 to 2010.

"The conflict between our country's economic and social development and environment and resources grows starker by the day," said the plan, released on the government's Web site (www.gov.cn). "Environmental protection faces severe challenges."

The five-year plan urges officials to abandon a fixation on economic growth and turn to cutting pollution that the document says threatens citizens' health and long-term prosperity.

At the end of the previous five-year plan that ended in 2005, water in 26 percent of "key" lakes and rivers targeted for clean-up was so contaminated that it was classified as unfit even to touch or to irrigate crops.

Emissions of sulphur dioxide, the industrial pollutant that causes acid rain, grew by almost a third, despite a goal set in 2000 to cut emissions by 10 percent.

The new plan brings together a set of policy promises that have mostly been announced before: cutting two key pollution measures by 10 percent between 2006 and 2010; healing stretches of spoiled lakes and rivers; and recycling much more of the waste and domestic run-off from growing towns and cities.

Officials are urged to do more to rein in greenhouse gas emissions by embracing energy-saving technology and policies and growing more forests to absorb rising carbon dioxide levels that scientists say are dangerously heating the atmosphere.

Beijing has set similar goals before, only to be overwhelmed by the break-neck economic growth that many local officials see as vital to more jobs and revenue.

But the new plan spells out that the government wants to tie environmental goals to policy measures that may hit polluters through tougher fines and revenue restrictions.

"Clean-ups of industrial pollution must follow the principle that the polluter bears responsibility," the plan states, also urging tax reforms to discourage waste and pollution.

"Give scope to the role of price levers and establish a pollution emissions pricing and fees mechanism that reflects the costs of cleaning up pollution," it says.

Trading in emissions quotas for sulfur dioxide may also be introduced in areas where "feasible."

beTurtle: A green Social Networking Site

http://beturtle.com is a website that offers various resources for going green. It offers "green" zones where you can learn about topics such as pollution and global warming. I thought it was funny how in the pollution section they mentioned that the Hollywood sign is sometimes not visible due to L.A.'s horrible smog and pollution problem. Well over the summer when I was in Hollywood, this was the case. You could barely see the infamous Hollywood sign. I tried to take a picture but of course the smog was too thick to see the sign. The information zone is a great resource for those eager to pick up a little knowledge on the problems currently facing the world environmentally wise.

The main attraction of the site, is that it is green social networking site. So much like myspace it is a place where green users can all come together and make profiles about themselves while looking at other profiles. I personally think this is a great idea, now I can find other users with like minded interests. If you sign up be sure to add me as your friend, my username: tecknopuppy, I hope to see you there.

The site looks has a lot of little fun sections like polls, discussions on green topics, and a little green celebrity information. Honda Fuel Cell Cars Released in limited Quantity

Just like in my previous post back in February, Honda is releasing their first Fuel Cell Vehicle in the L.A. area for lease. They are only letting 100 Honda FCX Clarities go free for now to be leased at $600 a month. Pretty pricey, but the only by-product of the vehicle is water vapor. In a hydrogen fuel-cell vehicle, hydrogen combines with oxygen in the vehicle's fuel-cell stack, and energy from the reaction is converted into electricity to power the vehicle. Pretty neat ha?

The only thing is where are these people who are going to lease the new Fuel Cell Vehicles going to get hydrogen for their new hydrogen vehicles? Honda has an answer for that too! Now if you're an environmentalist you may not be very happy with the source, because Honda has developed a home fueling station that would convert natural gas(methane) into hydrogen. So essentially your you have the convenience of having your own fueling station at home, but you have to have existing natural gas lines in your home for it to work. Furthermore, it seems a bit ironic that the new Fuel Cell Vehicle developed is suppose to use Hydrogen as a fuel source which is very abundant...but converts it from a depleting resource...natural gas. Natural gas is just as much in jeopardy as is oil. And the United States imports a lot of natural gas from Canada as it is.

Eventually the next stages of the Honda Fuel Cell project will be released in the Washington DC area and New York that will begin next year. Hydrogen based Fuel Cell Vehicles is a step in the right direction and very futuristic, but we need to develop a better technology to extract hydrogen in a cheap and reliable method that doesn't consume an already depleting resource.

Oil Spill in San Francisco Bay Area

The San Francisco Bay Area has recently experienced their worst oil spill in over twenty years. Rescue workers hurried to save any wildlife that may have been damaged. Oil cleanup crews raced to clean the 58,000 gallons of bunker fuel that leaked out. The cause was a collision with a support beam on the San Francisco-Oakland Bay Bridge which left a 100 foot gash on the vessel which caused the leakage.

It's sad because this was where I grew up and hearing dozens of beaches closing and rescue workers scurrying to minimize environmental damage is hard. The governor even declared the area a state of emergency as the investigation continues. Someone has to be blamed for this accident. The cleanup will continue on for weeks and even months, and there will be long lasting effects.

Global Carbon Tax?

Would you support the first ever worldwide tax called the Global Carbon Tax? It doesn't exist, but it is being talked about among some EU members and some corporations around the world. How would such a tax be implemented? Is it ethical? Would the tax be justified?

As much as I love the environment and believe that something must be done before we destroy our planet, I am completely against a worldwide global carbon tax. It is especially unfair to third world countries who are the victims of first world pollution and greenhouse gases. Nevertheless there are many supporters of a carbon tax of some sort whether it is city wide, industry wide, or statewide. Some prominent global leaders are awaiting the successor to the Kyoto Treaty which hasn't done very much to mitigate harmful effects of climate change. One could argue that the effects of climate change are now being seen with odd and extreme weather across the world.

Most companies, including Barclays, advocate a global carbon tax, and are, somewhat optimistically, waiting for a successor to the Kyoto Protocol that includes such a move. -climatechangecorp.com


Establishing a global market for carbon by setting a value on carbon in the market might be way to handle the issue.

Europe already has a system like this called the European Union’s Emissions Trading Scheme (ETS). The scheme covers almost 30 countries and 40 billion euros worth of emissions are allocated to it. The scheme is getting some influence from some transactions that have occurred in the US and in Asia so I speculated that this will truly become an international system given enough time.

My guess is that if their were a global carbon tax, it would be governed by the United Nations. The research they conduct on climate change with the International Panel on Climate Change (IPPC), have findings that suggest global turmoil by the end of next century if nothing is done. Their most probable excuse for trying to implement such a tax would be "A global problem requires a global tax", or something to that end. Once again, I cannot ever support something like this, would their be a vote? There are far too many questions surrounding the administering of such a tax. I think that if people do care about something like this, then they should vote on it on a state by state system in the US.

For now, there is no such thing as a global carbon tax, but perhaps this issue will get more media attention in the near future.

Recycled Materials used for Home Building

A project in Bolivia has taken materials that are rampant in the area such as plastic bottles and bags as well glass bottles, and have filled them with sand to create a sturdy wall that is quite re-enforced. The buildings are set to make a tourist attraction that will educate people who visit it about the possibility of re-using materials we already have to create plausible living conditions for all.

Ideas like these are necessary to further reduce the worst effects of climate change. It also helps alleviate costs of traditional building, by using readily available materials for new purposes. I truly was excited watching the video below, it inspires me with hope for the future and also really makes me want to build my own version. PG&E and Kaiser Permanente go Green

PG&E and Kaiser Permanente in Northern California have gone green by installing solar panels on their buildings to reduce the amount of energy pulled from carbon emitting sources.

The move will actually cut down on costs in the long run and actually qualifies them for $1.6 million in rebates from the state. It makes you wonder why every business is not investing in some form of solar energy as a supplement to their current energy. It cuts costs down and can actually see returns on the investments over time and though state financed incentives.

Kaiser Permanente will actually be saving 734,354 kWh/year which adds up to an annual savings of about $95,000 per year. It is also equivalent of taking 56 cars off the road. The more businesses that go green in California the better, and hopefully will lead to other businesses following suit.

Carbon Neutral Search Engine

Well here is a first that I have seen in the environmental online world, a green or rather a Carbon Neutral Search Engine. I thought that it was a good idea. What I understand is that the site utilizes Google search engine and is in fact no different. However, according to the site, the amount of energy used on each individual computer generated from search queries equates to about one gram of carbon dioxide.

So the premise of the website is that any revenue generated from Google queries on their 'Carbon Neutral Search Engine' will go to purchase carbon offsets. The website has openly chosen to use ClimateCare.org, a UK based company that allows people from all over the world to purchase carbon offsets and puts the money towards funding sustainable energy projects. The idea is a great one and should be remembered by all those self proclaimed tree huggers out there. I for one declare that I will bookmark and use this site more often to do my part.

As for other environmental bloggers out there, if you write about the website and let them know you've done so, they will enhance your listing in there search engine. It could result in more traffic to your environmental website if you have one. Besides that, make sure you check it out the next time you have a search, it goes to a great cause and will provide an extra boost to battling this thing we called climate change.
